Each vessel INDIVIDUALLY has to be tested. The need to be vertical, filled with liquid to 100%, using a liquid pump raised usually to 50% higher than maximum pressure. The vessel is measured for stretch, volume increase or pressure drop over a set time period. The tank is then emptied cleaned and then reinstalled.
This is not trivial and not cheap and will not happen at a garage

You have just described a typical perpetual motion machine. A PMM is impossible according to physical laws. The bottom line is that you cannot create energy out of nothing. You can incorporate your generator into your braking system to recover energy while braking your car. All modern hybrid cars use “regenerative” braking to recover energy otherwise escaped as heat in the brakes.
